Malta Permanent Residency Programme – MPRP
The Malta Permanent Residency Programme (MPRP) was launched in 2015. It provides successful applicants with the right of permanent residence in Malta or indefinite leave of stay, subject to an ongoing fulfilment of the relevant requirements. It provides international investors with residency rights.
These rights will apply only for non-EU / EEA / Swiss Nationals. The programme has no minimum or maximum stay requirements. PKF Malta Agent License: AKM-PKFM-23.

Investment Requirements

Main Applicant:
- Proof of assets valued at no less than €500,000, with a minimum of €150,000 in financial assets.
- Alternatively, assets valued at no less than €650,000, with a minimum of €75,000 in financial assets.

Child Dependents:
Adult children of the Main Applicant or their spouse may qualify as dependents if:- They are at least 18 but under 29 years old at the time of application.
- They are unmarried.
- They are principally financially dependent on the Main Applicant.
Non-Refundable Administrative Fees
- Main Applicant: €50,000
- Child/Spouse/Parent/Grandparent: €10,000 per person
Government Contributions
- If the Main Applicant chooses to purchase an eligible property: A government contribution of €30,000 is required.
- If the Main Applicant opts to rent an eligible property: A government contribution of €60,000 is required.
Donation
- A donation of €2,000 to Non-Governmental Organisations (NGOs) is required.
Property Requirements
- Purchase of Eligible Owned Property: The minimum purchase amount is €375,000, located in Malta or Gozo.
- Rent an Eligible Property: A minimum annual rent of €14,000 in Malta or Gozo.
Insurance Requirements
- Health insurance covering both Malta and European countries, with an annual policy limit of €100,000 per applicant.
Maltese Passport
According to the 2024 Henley Passport Index, Malta ranks seventh in terms of passport mobility worldwide, offering visa-free or visa-on-arrival access to 187 countries. The ranking is based on data from the International Air Transport Association (IATA) and extensive internal research.
- Global Ranking: Malta holds the 7th position in the 2024 Global Citizenship Program's Most Powerful Passport Rankings.
- Comparison: The German passport ranks first, offering visa-free access to 195 countries.
This ranking is part of the annual Henley Global Mobility Report.

Main Applicant:
The applicant must be at least 18 years of age and of good repute. The Main Applicant is required to provide evidence of assets valued at no less than €500,000, of which a minimum of €150,000 must be in the form of financial assets. Alternatively, the applicant may present assets valued at no less than €650,000, with a minimum of €75,000 in the form of financial assets.An adult child of the Main Applicant or their spouse is eligible as a dependant if, at the time of application, they are over 18 years old but have not yet reached 29 years of age, are unmarried, and are principally dependent on the Main Applicant.
Non-Refundable Administration Fee:
- Main Applicant: €50,000
- Children/Spouse/Parents/Grandparents: Government fees of €10,000 per person.
Government Contribution:
- A contribution of €30,000 for the Main Applicant opting for a qualifying owned property (if purchasing property).
- A contribution of €60,000 for the Main Applicant opting for a qualifying rented property.
Non-Government Organisation Donation:
- A donation of €2,000.
Property:
- Qualifying owned property must be purchased at a minimum value of €375,000 in Malta or Gozo.
- Qualifying rented property must be leased at a minimum annual rent of €14,000 in Malta or Gozo.
Insurance:
- A Health Insurance policy covering Malta and European countries, with an overall annual policy limit of €100,000 per applicant.
